Smallest Puky (LRM) did ours from 18 months - he was small for his age too, only about 80cm tall.
The thing I like about the Puky is that the whole bike is small - the other bikes with a low saddle height (Strider,Cruzee) are normal size balance bikes.
And ds is now 4 and still rides his Puky occasionally.
