Mine is a Topeak Super Tourist. Had a couple of these, the welds eventually fail, but I have carried excessive weights on them e.g. well over the 25kg limit.

Another Topeak Super Tourist here, but the disk compatible one. Sturdy as you like and fits the cheap waterproof pannier I got well. Will have a look for the pannier...

Do you need a rack?

Using a Carradice SQR Slim here. Seatpost mounted. Quick release. No rack to remove when you want to use the bike for something else.

Cheaper too.

I use a Tortec Ultralite rack - plenty strong enough for commuting, and one of their cheaper models usually

I'm currently using a cheap Ortlieb copy as the bag, made by Avenir, cheap on ebay, and has survived the summer monsoons. A single 20l bag is plenty for spares, clothes, a (very) large plastic tub of food, and occasional piles of work files

I got a Madison Trail Pannier rack from Ebay new for £16. Use it for big shopping loads, commuting and a five day tour. Used the Topeak Super tourist dx before, but that'd be overkill (and pricey) just for commuting.

I went for one that looks similar to the one posted above, made from steel, that was the important bit for me. Steel can flex way more times than aluminium which means it'll hopefully last longer.
Ortlieb roll top bags. Super simple and amazingly robust construction completely waterproof as long as I remembered to roll the top properly.
Practise in private before a big commute, I had a bus incident as I'd not appreciated the weight imbalance!
