What tool do I need to enable the undoing of the nuts to remove the lowers from a 29er fork? The nuts sit 2 inches inside the leg and tread oven the air valve and the rebound adjuster.

It's called a "deep socket".

I can't remember what size, but something like this: http://www.halfords.com/webapp/wcs/stores/servlet/product_storeId_10001_catalogId_10151_productId_205785_langId_-1_categoryId_165469

Conversely when refitting how's it best to get the oil back in the lowers given the hole sits 2 inches in on the 29er version?

I use a syringe but you can pour into the lower hole using a rolled up bit of magazine as a funnel.
