[Closed] Rear Dropout alignment bent frame?

Can some one suggest a course of action for the following problem please. I Just bought what looked like a really nice second hand mtb but the rear wheel doesnt sit in the middle by about >5 mm out. (axle pushed home properly)
I flipped the wheel around to check if its the dish and the missalignment says on the same side. This suggests the dropouts are missaligned doesnt it?
Can they be realigned? The frame is made of tange ultimate ultralight steel tubing. Would it need to be sent to a specialist frame builder to check and fix it? or could a LBS manage that (or has someone here successfully bent a frame back themselves?). Or am i missing an obvious possible other cause and solution? The bike looks like its done 20 miles in its life and undamaged in any other way, so i guess it must have been like that in the factory.
