[Closed] Ragley hub - end cap stuck on axle?

I'm trying to change the bearings on a Ragley rear hub (which is probably Novatech or Vuelta).

Both end caps screw on, one is supposed to undo with a 5mm hex wrench (at least it fits in the cap), but even with the stripped axle clamped in a soft vice, I cant undo the cap. The bearing sits behind the cap, so cant be swapped with the cap in place.

Anyone else changed the bearings on a Ragley rear hub?
