I got very cheap quill 1 1/8th forks for winter. They're fine, apart from the quill bit. So, I found a quill to Ahead adapter. Fine, but you can't tension the headset, which turned a "5 minute job" into 2 hours of bodge. So, I had to find a way to tension the headset...

Ta-da! (obviously the scaffolding comes off once the stem is tight...)

I cant even work out what you have done??? Couldnt you push down to tension it?

So you have a quill fork with an aheadset headset and stem?
