Just curious where would a fork have originated if it came with uncut steerer, no star nut fitted but without full packaging and shock pump etc?

Dismantled factory/manufacturer supplied bike, stripped down by bike shop and parts resold as they can often get a greater £ return than selling the complete bike at 40% discount

If the steerer is uncut, they've been supplied to a bike manufacturer but proved to be surplus for whatever reason and never fitted to a bike.

Some shops that build bikes order a load of OEM forks. Some are destined for bikes, others not. Or they may be a previous years model that were over produced and sold off cheap as bulk loads. Both routes can be used to bypass the distributor I guess but not always.

Left overs from a genuine overstock, or extra ordered cheap to undercut other shops.
