Riding home this evening I came across a diversion here the other end of which is close to the centre of Silsden. If you've ridden the LLC towpath then this is the rough, muddy bit on the Leeds side of Silsden.
Talking to a couple of workmen they said that the towpath was being resurfaced and the work would take about 13 weeks. The surface is going to be "ultratech", apparently a mixture of hardcore and recycled tyres.

Happy Days, pretty much all the really bad bits on my fair weather canal commute betwix Bingley and Skipton will now be history it appears (the bad bits outside Skipton were sanitised 2 years ago). Thanks for the 'heads up'.
