[Closed] Protected Li-ion cells used in packs

Can I build an in-series 14.4v pack using 18650 type cells, the ones with the protection circuit inside. I'd be using the ones with tabs and connecting them permantly?
question is does the protection work for each cell but stop the next cell being charged/discharged individually.

Please help, I really can't seam to get a clear answer. Unprotected cells sound like a disaster waiting to happen.
