The OP complained that the landowners don’t “reinstate the ROW” but the ROW doesn’t cease to exist because it’s across a ploughed field, it exists regardless of the surface.

Yeah, we know it doesn't literally cease to exist.

In my local area we have both extremes. Many are very good at clearing thru crops and in general maintaining the BWs etc. Whilst others just take the p***. Last year one field was covered in crops, with deep furrows (30cm) at 45 degrees to the path - I suspect less than 1% of riders could stand any chance of riding that. Nothing ever done to clear it, then this year no path, and nearly impossible to get thru the hedge.
