Last I saw there are a couple of sections closed and the odd fallen tree that could be passed but needed slowing for.
It's always waterlogged no matter what. There is a dedicated website to the trail online which should tell you about closures. Personally I can't stand the trail at all.
It's hard surfaced, we rode it a few weeks ago in the thunderstorms. It's fine, enjoy the rocks. End bit was closed but that wS only last section. I'd certainly recommend during winter.

Just shows you, different strokes and all that. I love the place! Although can't say I've ever had that much antipathy to any trail.
