Just thinking about getting my fatbike re-done but looking for a (very) little more than a single colour. If I had it powdercoated would it be possible to paint over that - and have it stick? Another option might be some sort of vinyl/decal.

Yes, but you'd need to rub it down a bit to give the paint a key.
