There are many extender brackets available. Minoura Space Mount for example. I made one with four reflector brackets and an offcut of plastic tubing.

Yes it does foul, Ortlieb do specific adapters for them though, not sure if that's what you were after or just a workaround Ortlieb Ultimate Adaptor Support - Spa Cycles

I was not aware of the adapter support. I bought one of these which I've mounted mid fork on the pannier mounting point, though they cam be mounted on the QR instead
