I won't go into the detail but (and it really isn't my fault) I've ended up with a 30.9mm Reverb and have a 31.6mm frame

Fault is with seller and I got it for a very good price. All seems well with the Reverb - other than the size

What's the general consensus on using a shim?

Crack on - just make sure it's a long one (usually long enough to reach below the top tube junction)

Shimmed reverbs on several bikes (inc 34.9mm) no problems, maybe use some grip paste.

As above, shimmed my 30.9 reverb into 31.6 larking about bike. I purposely got 30.9 so cross compatible with my anthem. No problems at all.

Fwiw I used a USE shim. The shim really need to be long enough to reach past the top tube interface, or at least to a brace interface if you have dropped TT with corner brace.
