seem to remember a shop that had a online bike builder list on their site.
like a big list type thing that added up as you listed each part you wanted.
anyone have any idea what i am mithering about?
Planet X have one for TT bikes?

Prices are only any good if they sell the frame you want.
Competitvecyclist and wrenchscience have quite comprehensive ones, both total component weights as well to give you a bike weight, but are American sites.
a uk shop used to have a santa cruz one on.
you could build a complete list right down to grips.
it then gave you a price at the end.
i just cant remember who it was.
http://www.santacruzbikes.co.uk themselves have a builder of sorts for each frame although restricted to their suggested kit packages IIRC. Not sure of any others. I tend to look at the frame price and then try and scrape together the cost of a lottery ticket.
