[Closed] On-one Scandal rear wheel alignment - possible stupid question!

I've just finished building an On-one Scandal and having taken it for it's first ride round the streets to make sure everything's ok. It looks like the rear wheel is out of alignment.
Essentially the rear wheel sits much further over the non drive side than the drive side. With the wheel in as it should be the LH side of the tyre is about 1cm from the non-drive seat stay and the RH side is about 2cm from the drive side seatstay.
Is this normal?

No. If it's the same at the seatstays then your wheel is out of dish. If not, it could be a frame problem.

After a little investigation it looks like the wheel is out of dish so that's getting sorted. I've also used sheldon browns string measuring guide and think the frame's about 3-5mm out of alignment ~(apparently 3mm is a uk tolerance on frames.) I'm waiting to see what the redishing on the wheel does before going to on-one.
Seatstay misalignment also suggests it's possible that your wheel isn't sitting all the way into the dropouts properly.
How is alignment at the chainstays?
