dont think it matters about who owns the land Olympic policy no more than 100ml of liquid in clear bottle allowed in stadiums/parks. (enforced at st james park for Olympic football at weekend) was like going through airport security, everything out of pockets,placed in clear bag and frisked.

This is something that is really starting to grate about mountain biking, drinking. more and more it seems riding is an excuse to go to the pub rather than go for a ride.

Back on topic I think it might be football's fault, for a while everyone went to the pub to watch the national sport and got pissed doing so. As a result beer & (watching) sport have become synonymous.
