Is the lower alloy seal also the crown race? Or am I missing a bit?

I've broken 2 lengths of plastic pipe trying to get the bastard on now. No joy.

can you not make him a Titanium instalation tool?
put the forks in the freezer whilst the keetle is warming the crown race?
