Quite a nifty design. If you're using the top shelf it's not for the weak though, especially with some of the more hefty BSOs out there.
I shall be retrieving StonerBike from the top deck later this morning...

They had them at Surbiton station for the last 7 or 8 years too
Pretty sure there's a load of those at Waterloo too.
I'm looking at racks outside Waterloo with about 500 bikes on them
Well paddington does serve the west of England and Wales: we are a little backward out here 🙂
