I've never done a rock shox shock.
Can I just undo the top shock bolt swivel the shock and work on it leaving the bottom in situ?

bands are under the can.
drop pressure, remove the bottom oring and pull down.

Better to remove the shock completely, as has been previously mentioned, you need to remove the O-ring holding the can in place and slide the can downwards in order to fit the spacer.
It's a heck of a lot easier with the shock removed, believe me.
