Is it possible to tune a monarch shock air volume using oil volume, rather than air can spacers. To me it seems like having extra oil sloshing about in the air can would be an advantage for lubrication purposes. Whats the down sides?

Blocking the negative transfer port/causing the air spring to become negatively charged, use the air volume spacers.

can you do the volume adjust with the older non-debonair cans?
