When you measure rigid forks (RC31 etc), do you measure from the axle to the underside of the crown or to the top of the crown where the crown race sits?

B is what you measure.

Just round off to the nearest fork option e.g 420mm use a 425 if thats available.
440 use a 438mm etc.
