[Closed] Maxle Not Tightening

I've got a set of RS Revelations fitted to the bike which have the 15mm Maxle Lite axle set up.
When I fit the wheels, There's some play in the wheel as though the axle isn't properly tight. The wheels are Hope Hoops with the Pro 2 Evo hubs and the Hope 15mm adaptors fitted. The wheels are fairly new and the bearings are fine with no play in them.

When I tighten the Maxle, I tighten it up like normal and adjust it with a 2.5mm allen key as the instructions suggest but I seem to end up with either a ridiculously tight skewer or play at the hub.

Any suggestions as to what I'm doing wrong?
