I'm thinking of dropping the big ring altogether - never use it - so I'd have a 2x9, which I'm happy with for now.
Do I need to adjust the rear mech to compensate, and can I just chuck a bash ring on and leave it at that, or are further strange devices required?

You should get away with just a bash ring. In due course if you are happy with it all, shorten your chain maybe ?
you prob have to set the limit screw on the front mech to stop it pushig the chain off when you go for the middle ring, 2x9 is fine i sometimes run out of gears usualy when returning from a ride on the road but generaly like you say dead wieght
become aquainted with gear inches so you understand ratios
shorten your chain so its not flappy
get a bash that will work with your existing chainring bolts
consider ditching the bash and get some shorter chainring bolts
maintain a 14t max gap between your two rings
get a bigger granny ring
get a bigger 'middle' (now big) ring
watch the max size chainring you can put in a 'middle' position to clear the chainstays
become aquainted with gear inches

If you CBA to adjust the high stop on the front mech it doesn't matter the chain won't shift onto the bash ring
