I need some of the above for my bike (long story) and I was wondering if anyone knew where I can get them.
I need two sizes: 12mm Internal dia (OD 19mm), and 15mm internal dia (OD 20mm, both approx 0.25mm thick.
Any ideas?

You could try ebay, or wrap PTFE tape around something else. The problem with PTFE is that it will flow, so if under any load it will reduce in thickness.
