What's the options for wheel sets that fall into 1.4-1.7kgs for run of the mill XC with a bit of tech and can take a wee drop, but nothing full on, Not bothered about rim material or hub manufacturer particularly, regular j-bend spokes is a plus, not interested in weird, but lighter weight is premium* Budget is up to a grand.
* but not so light there's a rider weight limit or they crumple at anything remotely off-road

Pretty much any decent XC wheelset will do what you want, you have noticed the tech level on a lot of XC courses nowadays?
Personally I'd be getting a set of either Silt XC Carbons or Hunt / Proven XC Carbons, if you want alloy, go for the alloy alternative from either manufacturer and save half your budget, or get something like a set of DT Swiss XR 1700 Spline 25's
I've got both the Silt XC Alloy an the DT's I also have a set of Mavic Crossmax on my lads bike and they're a good option too, especially the SLS's, but you're paying for the brand.
Once you get to the lighter end of your target, they're all gonna have weight limits as lightweight XC wheels aren't intended for 100kg riders, no matter who makes them
Roval Control Alloy? We’ve just fitted them to our Stumpjumper and Transition Spur. Early days but they seem great.

The grey ones are 29mm internal width and the blue are 25mm internal width. Both seem to take 2.4 tyres just fine.

I'd be tempted to jump on the Light bicycle site and play about from there for both budget and weight.

Roval Control come in around 1.4kg & cost around £1000, the SL version is 1250g but cost 2k. The only difference is the 240/350 hubs.
1700g is more around the aluminium rim weights for i30 rims.
Is it Fit Wheels or similar who offer competitive pricing on custom builds from the EU???
I had UK built Bitex 211 hubs on Arch MK4 i28 with Sapim CXRay spokes which come in bang on 1700g including tape & valves. Cost around £570 I think. Any lighter needs to be carbon or narrower I think.
