Anyone have any better suggestions how to run the power lead to a back light other than velcro strapping it to the top tube?

You could attach it to a gear or brake cable if they run favourably along the bike.
I do this with mine which run under the top tube and it's a very neat solution. All the cables are black and I use black cable ties.

Are you sharing the battery pack with the front light? If that's the case what's wrong with running it along the top tube?
