You need to tighten the top cap bolt then the 2 side bolts. The stem has to be free to move vertically on the steerer so the top cap bolt can take up any play in the headset.

If everything is tight and still making the noise wrap fingers around forks stantuons and rock back and forth, then try same on top cups of headset and see if you can feel movement. Guaranteed it'll be forks. If not try dropping the forks out and check headset cups are firm in the headtube. I cracked the seating before now and it made a horrible noise

found the cause its movement of the disc pads, the back pads also do this, is this normal ? never had this with my old hope minis, my brakes are formula rx1

Are you sure it's the pads moving? Check the rotor bolts aren't loose that will have the same effect and a more likely cause

all rotor bolts are tight, if I turn the bike upside down I can rock the pads back and fourth about 1 mm each side, this creates a small knock, it can't be felt while riding only when rocking the bike stationary

It's normal for there to be a little movement of the pads in the caliper. 1mm each way sounds a fair bit but it depends how snug the pads are in the caliper. If you have floating rotors the movement is worse as the rotor moves on its mounting and gets worse as they get older/wear.
