For cycling shoes nothing too flash but better than the cardboard you find in most cycling shoes. Something like the mavic ergo but less than 20 if possible

Unfortunately they don't fit your price range and I'm not sure it what your really after... but we got some [url= http://www.superfeet.com/ ]superfeet[/url]. and they made a huge difference in comfort (brand new boots, day 1 in pain, day 2 with SF brilliant)... getting a proper (shop) fitting is worth while, as you more than likely buy the incorrect size otherwise (going from the size we were recommended)
They also used to have a full no-quibble refund policy, no idea if they still do though.

Another thumbs up for Superfeet here.

There a lots of different types according to the support required and use. I run the greens in my AM40's with flats as they give more arch support. They made a massive difference for me.

I found superfeet awful, and they are reputed to ruin some makes of shoes.

I have been using sole custom footbeds in my bike & walking shoes for about 4 years now (www.yoursole.co.uk)

I have used orthotics in the past but prefer the sole footbeds because they are cheap enough to buy a couple of pair so you are not constantly swapping from one pair of shoes to another.

You will struggle to get a pair less than £35 though

Again not under £20 but I'm quite impressed with the Specialized BG ones I bought. Keep meaning to get a couple more pairs. I'd recommend getting at least your first pair from LBS that has the tool to select the correct model.

I use superfeets in my shoes and so do a lot of high-level athelete's I've met (I was bought a pair by a state champion cross country runner in the US).

They don't have a huge amount of padding, but they put your foot in the right position.

Another vote for Sole footbeds.
The Softec Thin Sport ones are heat moldable and don't take up much room in the shoes - ideal if you have narrower shoes.

No not yet.

I am stuck offshore at the moment and won't be back until next week.

I have the thicker version in my hiking boots and they are excellent, I'm hoping these will fit my cycling shoes.

Sidas. They do a cycling specific version in off the shelf and custom moulded versions. From memory, the standard ones are about 30 quid, but they are a lot better than anything else I have used. Not sure on stockists, but the former road and mtb pro Adrian Timmis does them through his Cadence Sport shop. Top bloke too.
