I get the impression that Brian Cookson has been reluctant to get to this point but that it seems that otherwise Pat will get back in due to apathy. Brian's got the standing necessary in Cycling to stand a decent change of winning I reckon and I'm sure that there are plenty of people who've been waiting for someone like him to stand.

I'm sure that even under cookson, the UCI would continue to be dysfunctional but hopefully less dysfunctional and even possibly occassionally considering what's good for the sport rather than themselves...
