Why are the rubber seals so loose?
They don't seem to have much "sealing" ability at all, I'm a bit miffed after spending 60+ quid tbh
The new ones are alot worse than the old ones with non replaceable bearings I'm afraid, I guess they're much cheaper to manfacture...
Try leaving just one shim washer in, they're there to control the amount of pre-load on the seal.

It's not just the vertical gap above/below the seals, it's as if the rubber seals' inside diameter is too wide creating movement. Tempted to ring Hope.
