[Closed] Hope BB outer seal?

my hope bb outer seal is not spinning on the outer of the bearing cups, one side is loose and spinning and the non drive side is still, ie doesnt spin at all....its not deformed etc and clicks in fine....ive cleaned it and greased the bearings and they are running silky smooth...

when i put it all back together the cranks still spin super smooth with no drag (to my eyes anyways)....

is this seal something more than just a cover for the bearings? does it need to spin? ie will it damage the bearings or something silly?? will put a new one on if need be...
