I have a frame with a 4.7" headtube, with a CK headset, the fork I have was second hand when I bought it and the steerer tube was cut to size to fit, but just about the right size to fit my frame perfectly with no spacers. I want to use the forks in a frame with a headtube which is about .2" longer is there a headset with a lower stack height than a CK which would allow me the extra .2"? (5mm or so)

Yes. But better / cheaper might be to seek out a stem with a shorter clamp. From memory FSA ones are pretty small. That way you can keep the CK headset as well.
