Looking to build up a bike for my mates lad using garage 'spares'....so looking for a 16"-ish hardtail frame that will take 1.5" steerer 26" forks.
Ragley mmmbop? Anything else?

Anything that'll take a tapered head tube with an internal upper cup will take a 1.5" steerer with an external upper cup. Dartmoor is probably the cheapest new so if you can find a used one you're sorted (and a mate rides a Hornet, I think, and likes it a lot).
