Pedal powered water pump?
There's a generator to the side of one bike with what looks like a smoothing capacitor on the side, that's powering the big green thing that looks a bit like a pump perhaps.

Some kind of bike powered air pump/bellows that has been modified to now run on an electric single phase motor (as given away by the start capacitor).

hora and scraprider you are bang on. On the mob at the mo, but I'll try and post some more pics of the listed air raid shelter in clapton tomorrow.

the shelter itself looks like this currently:

2m thick RC walls and roof!
we're hopefully putting a few more storeys on top and the shelter will be used as a museum.

The residential building in the middle- I'm guessing that thats a flat about a shop? (shop towards front).

What a view with those buildings on each side!
