Hmmm I'm not so sure. The premise isn't ideal i.e. Batman but with all the interesting superheroes and villians taken out meaning it could be just another glorified cops and robbers show.
Agents of Shield turned out the same way IMO.
I will be happy to be proved wrong.

Worth a try for a few episodes I reckon. SHIELD was show to start but has picked up now (typical Wedon style to lay all the groundwork first IMHO).

Mind you don't stray down the road into Clifton though, there's a good reason Batman stays in Gotham
