Obviously I need a chain, cassette and shifter. I assume that I can use the same wheels but can I use the current 9spd chain ring and rear mech?

need new mech unless you buy a 10sp road bike flat-bar shifter instead of a MTB one
Using that, a "9sp" mech will just about do a 36t cassette, assuming that's what you're after
