Managed to get two of the blighters out but still a bolt stuck in each and rounded off a bit. My plan, unless anyone has a better one, is to saw off old cleat until I can get mole grips on bolt and twist it out. Sound like a plan? What are cleats made out of? Always assumed they were some softish brass alloy?

Either bang a slightly bigger torq bit in there and buzz it out with an electric drill, or drill the head off and use pliers/stillys to ge tthe left over out

Not a help now, but when you put new ones in fill the head of bolt with silicone. Then next time you need to take them out you have a lovely clean hole for you allen key.

Slightly crazy suggestion here, soak stuck bolt wih WD40 (or better still PlusGas) then try TIGHTENING the bolt a tad to break the rust lock and then attack with the oil again, let it soak and hopefully undo.
Try using a nice new alan key too.

Drilling them out is the only way.

shimano bolts are very soft - easy to round out but equally easy to drill out
