can you get an outfornt mount that mounts onto the face plate?

Haven't seen one - problem I expect is that almost every faceplate is different.
Any reason why you want one?

for tt bike, the clamp area on the bars is to narrow to fit out front mount and then they are not round after that. unless there is one that could clamp to one of the extensions and still work

You can get a part that clamps to the tribars which you can then attach a standard handlebar (or stem) mount to.
