Or an old innertube works as a strap wrench. Just cut off the valve so there's no chance of scoring anything important.

"locked" as is stuck down? If so there's a procedure somewhere on Fox's website iirc

I presume you mean RP23?

If it is stuck down, get yourself a new seal kit (expect to pay around £15 for it) and that should include the bushings and the various wiper seals. That should then sort it.
If there's something else wrong, might be better to send it off to Loco tuning (other repairers are available) as there's little else in there that is user serviceable.
(You haven't unscrewed and removed the pro-pedal adjuster at some point have you?)

If they are stuck down (and therefore pressurised) the air can could become a projectile (Even after you think the you have let the air out)!

Just stick a bit of rag through the eyelet and it stops the air can flying across the kitchen / workshop / shed / garden.
