Building up a winter bike and i have a set of 44rlo forks to go in a big fat pig reducer headset which came with the frame, however there appears to be a slight increase in the diameter of the steerer at the base stopping the lower race from going on fully. I've given it a slight tap with a tube and hammer but not gone full out on it yet in case I am missing something obvious. Any thoughts?

bit of grease on the tube and then a bit more weight ont he hammer.
