Yes it can.
I put on a blackburn ex1
Should have been mounted through the rear axle but this didn't provide enough clearance with the tyres so i bolted it on to the rackmounts. Works fine, just be sure to locktite/superglue the bolts in to the holes.

Not got a better pic.
There are a few racks that might fit. take your bike to the shop and ask them thats what i ended up doing.
