Looking at buying a second-hand fat bike. It is currently 1x10 but I would like 2x10. Would I need a fat bike specific front mech and chainset or would any fit?

what frame is it?

If it's able to run a mech than it'll run a 'standard' one. The trick is knowing which standard ๐Ÿ˜‰

You'll need a Fat Bike chainset as they run 100mm BB shells.

There is usually a frame-specific block or extender that moves the (standard) mech outwards so it lines up with the rings

As above, my Wazoo has a block that spaces the mech out from the seat tube. I'm not convinced the mech is entirely normal though as it does have slots to line up into the spacer block.
