Would it be possible to create an eccentric HT2 BB?

I’m sure it’s feasibly possible but would it work as it would be a neat solution for SS without horizontal dropouts.

You can fit an external bearing BB to a frame with an EBB, or do you mean an integral EBB/external bearing set up for normal frames?

As stoner says they exist but apparently they are a bit naff in practice.

No, they're not "a bit naff in practice" - not in my experience anyway.
They work fine.

fair enough I am basing my opinion on what daffy off this forum told me and he has alot of bikes.
