Can you get an eccentric BB that goes in a normal BB shell? Wondering if if it would make a noticeable difference to the seat angle.

I take it you are talking about seat angle only & not there ability to run SS? In which case it would affect seat angle by about a degree at max fore/aft, I think ๐Ÿ™‚

Half a degree off the seat angle, by my calculations.

Or, I put the shock mount on my frame back to the steeper position and use an EBB to lower the BB by 7mm.

Less than a degree, less than half a degree in fact, a full size EBB (like in a proper SS frame or tandem) would give you +/-0.28deg over a normal BB (a smidgen over half in total front to back).

1 degree is ~1:60, so a 60cm saddle height would need a BB that did +/-10mm to make 1deg difference Vs a normal BB, IIRC full size eccentric is +/-7mm because a chain is 1" pitch so you need ~12.5mm of adjustment (7x2 is 14mm), the Exzentricker is about half that as you might need a half link to take up the slack first, as are the BB30 eccentrics.
