Well if it's more than a 1 person operation (google it) find out the name of the boss/md and 2 letters to the address one to the "Buyer/scammer" and one to the MD explaining the situation, informing of your intention to commence proceedings to resolve the issue.

Interested to hear how this turns out. I've been "stung" once on here with parts not being close to the description (persistence over several months paid off and I got my money back, with help from a few STW helpers), and once on pinkbike, recently, where a small item didn't turn up and the seller has ignored all emails since.
I've benefited (fairly, I may add) from ebay's "support the buyer" process, but you do need to fill in the forms, and keep going through the process. I've been put through to 2 different US based people in the past, so not sure why some of you have been going through to another call centre.

Hmm, so I have heard -- (please do look into this yourself as well, it's at least third hand)
Disconnect your Paypal account (close it, remove funding sources etc.)
When/if they do credit the buyer and decide to chase you - they are on the wrong side of the law. Remember this is not a 'chargeback' or declined transaction with your credit provider (mastercard etc.)
i.e. they cannot pursue with anymore than threats - unless they deliver you a copy of a signed credit agreement - at your request to verify the debt.
No recourse for them to credit scoring etc. - because it's not a regulated credit agreement 😥
have a fish about and see what you think.. It seems this intermediary role maybe unclear enough for it to be written off by 'the man' rather than pursue a judgement (and risk a precedent?) -- regardless of the guff in the Ts&cs..
Stick it to em - they deserve it for providing opportunities to the scammers.

RESULT: they have closed the case in my favour and are now after the buyer to get their money back that they refunded to her

I traced her, she lives in a flat in Southwark SE1 but works part time in Kent
She was a backing singer in the 80's in an unsucessful band
She was pretty easy to track down - all info passed to the feds and eBay

I find it difficult to believe that someone with any intelligence would actually carry out this scam using their work address. And why did they bother to create this story of scratched stanchions and send wood back. They could have just said you sent THEM the wood!?
Maybe it was someone's teenage son??

I weighed the wood/parcel and it was a lot less than the forks, I spoke to Collect+ they said they operate on trust so if you pay for a parcel of 2kg weight as an example and your parcel weighs 3 or 4 kilos, as long as the person behind the counter doesnt question this, collect+ have no function for checking weights during collection from a shop or during transit/delivery

Ebay aren't going to give him the money he was paid *and* a fork are they?

There is such a thing as "cruel and unusual" punishment you know.
Ebay is a joke now. I got restricted permanently from selling due to my rating being below standard. Nearly 50% were items not received, all sent std post as less than £10-£15. Once i replied to say id refund after 14 days and would inform the Royal mail through the proof of postage refund system they have saying that they DO INVESTIGATE, they strangely all got cancelled. But this isnt enough for ebay, as far as they are concerned the item may have turned up after they set up the claim.
Its bull sh1t, they admitted on the phone that a buyer can claim that x number of items havent arrived if sent unrecorded and they will do nothing about it. The system will trigger the buyer if he does it too many times by all accounts but how many free items you can get before triggering it is anyones guess.
Also, they always encouraged communicetion between parties to resolve issues. Now if you go to help and say an item hasnt arrived or is not as described it takes you straight to open case!
Seriously biased to buyers and mega sized companies, in short they arent interested in sellers as buyers generate the revenue...., thets their line, all about the buyer.
Furthermore they dont want private sellers on there, we just clog up the system, they want to be the biggest shopping portal in the world and handle millions upon millions of generic transactions for rubber dog turd from china daily!
The only solution to the OP's problem is to buy a set of old bombers and not use them on a bike!

well they are heading more Alibaba direction with the amount of tat on there these days, especially anything technology related
