Description seems fine, sounds sensible enough...but why would you put this as the main pic?

I see what you mean (I'm assuming your concern isn't the superstar sticker) It seems very odd to picture it like that as I can't imagine it's ridden that way, but history seems legit.

Perhaps they wanted a shorter toptube but still liked to keep all the weight over the fork?

I'm always suspicious of badly set up bikes like that. In my opinion they've either been stolen or hopefully just owned by by a berk who has never ridden it and wants to get rid. best to ask some probing questions to see if its legit.
Seatpost on backward is great. A mate of mine bought a new track bike last year mail order, took it out of the box straightened the bars and put a photo straight on facebook with the forks on backwards. hes never heared the last of it!
