I've had some in the garage since last summer, tried to put it on the frame last night and it wasn't sticking at all. Has the storage stuffed it?

Dunno, but it's been stuck on my Yeti's seatstays for about 2 years and hasn't budged.

What's on the frame is stuck like sh*t to a blanket it's the 'new' stuff that's not sticking.

Have you cleaned the frame?

Yup. The frame was cleaned thoroughly and then I've used IPA to wipe the area.

that's the issue right there, you are meant to wipe it clean with Guinness

Was the tape cold?

Sometimes the glue stuff needs to be warm to be sticky.
