Does anyone make...a 29" bike with rigid forks and either a shimano alfine or Rohloff hub? off the shelf bike?

on-one probably would - they have all the parts available.

Must do, but look for them being marketed as 700c, not 29er.
Don't Trek do one? May be belt drive.

I was looking for a mountain bike that I could use over the winter as basically a maintenance free mud plugger.

If I see many more pictures of colour-co-ordinated mud-guards I'm going to get angry with my silver ones. 🙂
