Nope. More stupid looking.
Why? Knowing who built it (not the man in the pic) and how seriously he takes testing, the safety of it would be the absolute least of my worries.
Cannondale's Left appeared late '90s iirc - I cant remember ever hearing of an issue relating to breaking them. Other the the weirdness when you look down, I don't see an issue
Reminds me of the USE SUB fork from about 20 years ago.

I don't think I'd spend money on it but I'd love to ride it and find out for sure :o)

I have also owned a USE fork in the past.
Interesting design that was let down by a damping cart that wasn't the best...

Expected more Dirty Harry quotes, disappointing, personally I prefer my forks suspension above the axle.
